The landscape of tactical role-playing games has seen a vibrant revival in recent years, drawing in a new generation of players while captivating long-time enthusiasts. This piece delves into the growing allure of this genre, spotlighting the innovative contributions of titles like Fire Emblem: Three Houses and proposing an exciting potential return for a beloved classic.

Reawakening a Strategic Legacy: Sega's Next Move in Tactical Gaming

The Tactical RPG Renaissance: From Niche to Mainstream Success

The recent Nintendo Direct event showcased Fire Emblem: Fortune's Weave, a tactical RPG set to launch next month on Nintendo Switch 2, highlighting the genre's enduring appeal. While the Fire Emblem series boasts a history dating back to 1990, its global popularity significantly surged with the release of 2019's Fire Emblem: Three Houses. This title successfully broadened the genre's audience by skillfully blending turn-based combat with social simulation mechanics, akin to the Persona series. Following this success, other studios have introduced their own acclaimed tactical RPGs, such as Ubisoft's Mario + Rabbids: Sparks of Hope in 2022 and last year's celebrated remake of Final Fantasy Tactics: The Ivalice Chronicles. This trend suggests a ripe opportunity for other publishers, particularly Sega, to re-engage with this flourishing market.

Shining Force: A Pioneering Legacy in Tactical Gaming

Unlike the earlier Fire Emblem titles, which primarily targeted the Japanese market, Sega's Shining Force series gained international recognition on the Sega Genesis/Mega Drive in the early 1990s. For many players, including this author, Shining Force (1992) and Shining Force 2 (1993) served as an introduction to the genre, and their enduring appeal makes them enjoyable even decades later. Both games are conveniently accessible through the Sega Genesis library included with a Nintendo Switch Online + Expansion Pack membership. While Sega also released Shining Force titles for the Sega CD and Saturn, these are considerably harder to find legally today.

Familiar Mechanics and Unconventional Heroes: The Shining Force Experience

Even for those accustomed to recent Fire Emblem entries like Three Houses and Engage, the core gameplay of Shining Force will feel remarkably familiar, despite its age. Players assemble diverse armies comprising various classes: archers, mages, monks, mounted knights, and axe-wielding warriors. As the army grows, strategic choices become crucial, requiring players to select their preferred units and occasionally bench seasoned veterans in favor of promising new recruits. Moreover, characters can be promoted after reaching certain levels and acquiring rare items, a mechanic also present in Fire Emblem.

Beyond the Norm: Shining Force's Unique Character Design

Where Shining Force truly distinguishes itself is in its roster of eccentric characters who often defy typical RPG class archetypes. While Fire Emblem might occasionally feature dancers or pegasus knights, Shining Force allows players to recruit a wide array of unusual companions, including a werewolf, a robot, a flying jellyfish, and even a turtle. Shining Force 2 famously includes Peter, a quirky phoenix character whose appearance might be deceiving but whose combat prowess is undeniable, proving that unconventional looks can hide formidable strength.

Strategic Depth and Diverse Battlegrounds: The Essence of Shining Force Combat

Battles in Shining Force unfold on grid-based maps where players strategically position their diverse units before engaging the enemy. When units are within attack range, the perspective shifts to a separate screen, displaying elaborate (for 16-bit graphics) pixel art animations of characters performing attacks and defenses in a stylized manner. Maps often incorporate varied terrain that can affect movement or harm characters, and victory conditions range from eliminating all foes to defeating a specific enemy leader. The series was also renowned for its imaginative map designs, featuring battles on floating platforms, within circus tents, and even a stage reminiscent of Peru's Nazca lines.

The Legacy and Evolution of the Shining Series: A Divergent Path

Although it might seem logical to assume Shining Force drew inspiration from Fire Emblem, which predated it by two years, developer Hiroyuki Takahashi stated in a 2010 interview with GamesTM that he found Fire Emblem's pacing unsatisfactory. Despite this assertion, a superficial comparison reveals significant similarities between the two series. Sega maintains ownership of the Shining intellectual property but has steered it in a less direct tactical RPG direction since the Saturn era. The 2010s saw a Japan-exclusive trio of action-oriented tactical RPGs for the PlayStation Portable, which bear closer resemblance to Valkyria Chronicles than Fire Emblem. Furthermore, Sega released the action RPG Shining Resonance Refrain worldwide in 2018, a title distinct from the classic Shining Force formula of the 1990s.

A Call for Revival: Modernizing Shining Force for a New Era

There is a strong desire for a modernized Fire Emblem competitor that integrates contemporary Sega fan service. Imagine recruiting iconic characters like Kiryu from Yakuza or AiAi from Super Monkey Ball through optional side missions. Envision battle maps inspired by beloved Sega locales such as Sonic's Green Hill Zone, the futuristic domed cities of Phantasy Star 2, or even the whimsical settings of Christmas Nights. A new Shining Force would undoubtedly resonate with nostalgic elder millennials and captivate a new generation of tactical RPG enthusiasts, eager for fresh and imaginative strategic experiences.
